Emory L. Cowen was an American psychologist widely considered one of the founders of community psychology and community mental health. He created the Primary Mental Health Project, an early detection and prevention program eventually implemented in more than five hundred school districts, and he founded and directed the Center for Community Study in Rochester, New York, helping shift the field's focus from treating dysfunction toward preventing it.
